هتتلم ليلة الهجرة؟

ولا هيتحد من الهجرة بس؟

لو كسب المحافظين ستكون هناك هجرة ايضا لكن فى الوظائف اللى محتاجينها بس محدش يقدر يوقف الهجرة لكندا لانها محتاجة ناس

حزب المحافظين اهدافه نفس اهداف حزب كاديما الاسراءيلي مع فارق واحد هو ان حزب كاديما هدفه تشجيع و جذب الهجرة الي اسراءيل.و المحافظين و اليمينين العكس...و الحق اقول ان 96في المية من الكيبكواه سيعطون اصواتهم للمحافظين و اليمين..

اجمالا .. استطلاعات الراى امبارح كت بتقول 43 % أيدوا حزب المحافظين بزعامة رئيس الوزراء المستقيل ستيفان هاربر مقابل 25% بالمئة من الأصوات للحزب الليبرالي بزعامة ستيفان ديون.

يعنى المحافظين هيشكلو حكومة أكثرية في الأنتخابات المقبلة في الرابع عشر من أكتوبر المقبل.

على فكرة تعهد زعيم الحزب الليبرالي الكندي ستيفان ديون في حال وصل حزبه إلى السلطة في كندا بإلغاء كافة القوانين الجديدة المتعلقة بالهجرة في كندا التي اعتمدتها حكومة حزب المحافظين ورصد 800 مليون دولار إضافية لمعالجة طلبات الهجرة

و هيخصص مبلغ 200 مليون دولار لدروس في اللغتين الرسميتين أي الفرنسية والإنجليزية تعطى للمهاجرين لمساعدتهم على إيجاد عمل بسرعة ضمن اختصاصهم في سوق العمل الكندية وتسريع الاعتراف بمؤهلاتهم العلمية والمهنية.

الله ينور عليك يا تامر , من الملاحظ فعلا ان حزب المحافظين هياخدوا حكومة اغلبية علشان كده كانوا داخلين الانتخابات و مش هاممهم حاجة لكن الله اعلم على الله الاية تنقلب و الليبراليين يخدوها و لو حكومة اقلية, الله يكرمه بقى جون كريتيان كان واخد حكومة ليبرالية بالاغلبية بس ده كان ايام كلينتون وكانت الهجرة من مصر بالكتير تاخد سنتين و الباس مارك زمان كان ستين بدل ثمانية وستين دلوقت ,والله كانت ايام حلوة و اول ما جه بوش جت حكومات المحافظين و المتعصبين فى كل الدنيا فى هولندا و الدنمرك و ايطاليا وكندا, ادعوا لاوباما ييجى يخلص العالم من اللى فيه, امريكا فعلا هى سيدة الدنيا

Immigrant job limit proposal worries province Minister says Tory plan will hurt labour needs

The federal Conservatives want to limit acceptance of skilled workers into Canada to 38 occupations, a move that will not serve regional labour needs, says Ontario immigration minister Michael Chan.

The proposed changes, Chan said, were described by Immigration Minister Diane Finley to her provincial counterparts in Ottawa this month. Provinces now worry they will have to expand their own immigration programs and compete to fill labour shortages, Chan said.

Foreigners whose occupations are not on the list, he said, would have to apply to provincial "nominee" programs – a move that, in effect, downloads a large part of the immigration burden on to provinces.

"The (federal) plan would require economic-class immigrants to clear two hurdles," Chan told the media in Toronto yesterday.

"Applicants would have to qualify in one of a narrow list of occupations – I was told 38," said Chan. "The second (hurdle) is the points system" in place for many years.

The new limits on occupations would give Ottawa leeway to reject most applicants, Chan said.

Finley said yesterday the specific list of desired occupations won't be made public until later this fall.

The nominee program "is set up specially to give provinces flexibility to meet regional labour needs and priorities," she said.

Yesterday's revelation of the latest federal immigration wrinkle shocked advocacy groups and service agencies in Greater Toronto, catch basin for thousands of Canada's newcomers and a key battleground in the current federal election campaign.

The policy changes "make you wonder what's behind the agenda ... political ploy or not, we are playing with real people's lives," said Debbie Douglas of Ontario Council of Agencies Serving Immigrants.

Ontario launched its nominee program last year with a target to bring in 500 immigrants.

Last year, 131,200 newcomers gained entry under Immigration Canada's economic class category.

The Conservative government seems to be waiting for a majority government before it revolutionizes Canada's immigration system the way the Australians have, pollster Michael Adams said.

Wholesale and "highly controversial" changes to the immigration system have the potential to alienate foreign-born Canadians and, as a result, little has been done to address the country's steadily deteriorating system, Adams said last week after a three-country forum on the competition for skilled migrants. "And they were wise to do so," said Adams of the Conservative approach so far. "They aren't a majority government."

Tracking has shown skilled immigrants to Canada are poorer and underemployed compared with decades past and also compared with Australia – where a massive overhaul in 1999 resulted in more rigorous screening of immigrants, applications handled in three months, and an atmosphere where 81 per cent were working in appropriate jobs six months after they arrived, all under the conservative government of John Howard.

Canada's backlogs can keep migrants waiting six or seven years and a Statistics Canada study found the unemployment rate of immigrants in 2007 much higher and getting worse, compared with Canadian-born workers.

There is another big difference between Australia and Canada, said Adams and Lesleyanne Hawthorne, associate dean at the University of Melbourne: The Howard government had a national consensus. Hawthorne, one of the speakers at the Institute for Research in Public Policy forum, said Australia's reform was "genuinely non-partisan." The current Labour government of Kevin Rudd is opening the doors even wider, she said.

Australia, a country with 12 million fewer people than Canada, intends shortly to bring in the same number of permanent residents a year, about a quarter of a million.

"Our Conservatives don't have a public debate on these things," said Adams. And if the Harper Tories get a majority government? "Here's a government that admires many of the things of the conservative Australian government," said Adams. "It makes sense that they would do what the Australians have done to make sure immigrants succeed."

<H1>Canadian federal election will have implications on immigration to Canada

</H1>

On October 14th, a Canadian federal election will be held to either re-elect the governing Conservatives, or to elect a new party and Prime Minister. Given the changes to Canadian immigration policy that have taken place over the past few months, the outcome of this election will have important implications for immigration to Canada. If the Conservatives and Prime Minister Stephen Harper are re-elected, their new immigration priorities (which are, as yet unknown to the public) will finally be put into practice. If not, other political parties plan to repeal the amendments and introduce their own strategies for modernizing and streamlining the Canadian immigration system.

Stephen Harper’s Conservatives are currently a minority government in the House of Commons. Because of this, they have faced a lot of opposition since taking office in 2006, including much resistance to their amendments to the Immigration Act this spring. Harper hopes that he will capture more seats in the upcoming election so that his government can make up a majority in the House of Commons, and thereby be able to effect changes and address issues more easily and more quickly.

Regardless of whether a majority or a minority, if the Conservatives are re-elected, the immigration changes that they have been talking about since March, will finally be put into practice, and all those Federal Skilled Worker applicants that have been frozen in the system since February 27th, will finally know their fate.

If Conservative plans are carried out, it seems that Federal Skilled Worker applicants will be selected based on whether their occupations are on Citizenship and Immigration Canada’s (CIC) recently established list of 38 qualifying occupations. Applicants whose occupations are on this list and who meet the minimum points requirements under the Federal Skilled Worker category will be qualified for Permanent Residency. Those whose occupations are not on the list, will need to apply for Canadian Permanent Residency through the Provincial Nomination Programs (PNP), if they can qualify.

According to CIC Minister Diane Finley, this list will not be made public until later in the fall.

In the meantime, Stephane Dion, leader of the Liberal party, has announced his plan for Canadian immigration, if elected as Prime Minister. In addition to repealing the Conservative amendments, the Liberal party would allocate $800 million to modernize and streamline the Canadian immigration system.

$400 million would go towards clearing out the existing backlog of applicants. $200 million would be allocated to a new initiative to help immigrants succeed in the workforce, called “Bridge to Work” - a program to help them with foreign credential recognition, training and accreditation, and access to internships, mentorships, and work placement opportunities. Another $200 million would be invested in a language training program.

المحافظون يفوزون بالانتخابات الكندية

فاز حزب المحافظين الكندي برئاسة رئيس الوزراء ستيفن هاربر في ثالث انتخابات عامة تجرى في البلاد خلال السنوات الاربع الماضية.

وقد حصل المحافظون بزعامة رئيس الوزراء الحالي ستيفن هاربر على 143 مقعدا، علما بأنهم بحاجة الى 155 مقعدا من أجل الحصول على أغلبية برلمانية مطلقة.

وحصل الحزب اللبرالي المعارض بزعامة ستيفان ديون على 78 مقعدا، أي أنهم فقدوا 15 مقعدا مقارنة بالانتخابات السابقة.

وستكون الحكومة التي يشكلها المحافظون ثالث حكومة أقلية في كندا خلال أربع سنوات.

وقال رئيس الوزراء ستيفن هاربر الأربعاء في حديث أمام مناصريه عقب فوزه: " الاقتصاد العالمي يمر بأوقات عصيبة، والكنديون قلقون، وأنا أتفهم ذلك، ، ولكني أريد أن أطمئن الكنديين إلى أننا سنعمل سوية وسنتغلب على هذه الأزمة، وسيخرج اقتصادنا من الأزمة أقوى من قبل".

وكان هاربر، الذي يترأس حكومة أقلية منذ عام 2006 ، قد دعا إلى انتخابات مبكرة في محاولة لضمان الحصول على أغلبية في البرلمان.

وكان هاربر قد تعرض لانتقادات خلال الحملة الانتخابية لانه لم يظهر ما يكفي من التعاطف مع الكنديين الذين فقدوا أموالهم خلال الأزمة المالية.

وفي المقابل، عمل زعيم الحزب الليبرالي المعارض ستيفن ديون على ترويج خطته بفرض ضريبة من أجل بيئة نظيفة.

As the secretary of state for multiculturalism, Jason Kenney was omnipresent at ethnocultural events and instrumental in redressing Canada's historical wrongs to various minority groups – earning him the trust and respect of immigrant communities.

Now the government is hoping that, as the new immigration minister, the young MP for Calgary Southeast will be able to use his strong ethnic ties to roll out the controversial immigration reforms rammed through by his unpopular predecessor, Diane Finley. Those reforms were contained in a budget bill passed during the final days of the last Parliament to further restrict immigrant selections.

However, Kenney's appointment to the cabinet post Thursday also came with hopes by advocacy groups and the ethnic communities. They hope he will address their concerns over what they see as a dramatic shift in immigration policies that increasingly view newcomers as an economic unit, wanted for nothing more than their job skills.

"He's very engaged with the community. He came out to a number of events and listened to different groups and took the leadership on the government's Chinese head tax redress initiatives. We appreciated that," said Victor Wong, executive director of the Chinese Canadian National Council.

"The expectation is he will be able to hear us out on our deep concern over (the immigration changes), take that into account, and not just be led by the bureaucrats in the immigration department."

Thomas Saras, president of the National Ethnic Press and Media Council, said Kenney organized a meeting, at his request, with Prime Minister Stephen Harper two weeks into the election campaign, and that the opposition parties weren't as responsive.

"I do believe he's the type of politician who pays attention to what the other side is saying. He's one of the very few politicians who is down to earth. I trust Jason and I believe we are going to make some improvements," Saras said.

Kenney is a familiar face to Canada's growing Filipino community, which was particularly impressed when the then-state secretary of multiculturalism attended a community function in August and shared the stage with Juana Tejada, a nanny who was denied permanent residency in Canada because she had cancer.

"What we are concerned with is the policy of the federal government under Harper of taking in a big number of temporary foreign workers," said Hermie Garcia, editor of The Philippine Reporter. "In a lot of cases, these workers work under wages that are very much below the common standard in Canada. Their working conditions and living conditions are very substandard, too. This is a shabby way of treating foreign workers."

Garcia added: "If Jason Kenney would like to have an impact on the immigrant population, he should be able to make real significant changes" for temporary foreign workers.

Sima Sahar Zerehi, an organizer of the grassroots campaign against the immigration changes, said Kenney's appointment signals the government's attempt to use his reputation among immigrants to silence opposition to the immigration changes.

"This is part of an ongoing tendency for the government to reduce immigration issues to congratulatory messages to minority groups," Zerehi said. "I think the government is feeling the pressure to repackage the immigration reforms and better communicate them to the public."

Although Janet Dench of the Canadian Council for Refugees knows little about Kenney, she said the new minister already has his work cut out for him.

Kenney, she said, must address the refugee backlog through timely appointments to the Immigration and Refugee Board and immediately establish the promised refugee appeal division that was approved before Parliament's dissolution. The minister should also increase the number of UN refugees resettled in Canada, Dench said.
